How Many Visas Can I Obtain Under My Licence?
THE ONE LINE ANSWER
There is no single number. Your visa quota depends on where your company is licensed, the office or package you choose, and the labour rules that apply as you grow. The good news is that most quotas can be increased when your business needs more people.
Visas are one of the first things founders plan for, and one of the easiest to get wrong. Choose too few and you will be upgrading your office within months. Choose too many and you pay for capacity you do not use. In this guide, the team at Ampsy Consultancy explains how visa quotas work for every type of business setup in UAE, and how to plan yours with confidence.
THE BASICS
Six Things That Decide Your Visa Quota
| Your office size | On the mainland, the number of visas is generally linked to the size of your registered office. |
| Your jurisdiction | Mainland, free zone and offshore companies follow different rules, and offshore companies cannot sponsor visas. |
| Your package | Free zone packages usually come with a set visa allocation that can be upgraded. |
| Your activity | Some activities need specific roles or approvals that affect who you can hire. |
| Labour rules | Work permits, job titles and Emiratisation targets all apply as your team grows. |
| Company status | A valid licence and establishment card are needed for every new visa or renewal. |
BY JURISDICTION
Mainland, Free Zone and Offshore Compared
| Mainland | Free zone | Offshore | |
|---|---|---|---|
| How the quota is set | Generally linked to office size | Linked to the package or office | No residency visas |
| Starting point | Depends on your premises | Often one or more visas with a flexi desk | Not applicable |
| Increasing the quota | Move to or add larger premises | Upgrade the package or office | Not applicable |
| Good for | Growing teams serving UAE customers | Lean teams and international businesses | Holding structures only |
For a business setup in Dubai mainland, a larger office usually means more visas, so the office decision and the visa decision go hand in hand. In free zones, the package you choose sets your starting allocation, and many zones let you upgrade as you hire.
PLAN AHEAD
How Your Visa Needs Grow With Your Business
| STAGE 1 | Starting out | Usually a visa for the owner and perhaps one key employee. A flexi desk or small office is often enough. |
| STAGE 2 | Growing the team | More staff visas, often requiring a larger office or package upgrade, plus family visas for the owners. |
| STAGE 3 | Scaling up | Larger premises, structured hiring, and labour obligations such as Emiratisation targets come into play. |
IN THE NEWS
What the Latest Labour Market Updates Mean for Your Quota
The UAE job market is growing, and so is the need to plan visas carefully. According to Gulf News, data from the Ministry of Human Resources and Emiratisation showed the private sector workforce grew by 2.5 percent in the first quarter of 2026, while the number of skilled workers rose 1.5 percent and the number of private sector companies grew 0.4 percent. MoHRE classes skilled workers as those with an accredited qualification above high school level and a contractual monthly salary of at least AED 4,000, excluding commissions.
EMIRATISATION DEADLINE
As your team grows, Emiratisation targets apply too. Gulf News reported on 30 October 2026 that MoHRE has urged private companies with 50 or more employees to meet their 2026 targets by 31 December 2026, including a further 1 percent increase in Emiratisation in skilled roles in the second half of the year, for an overall annual increase of 2 percent. Employers are encouraged to use the Nafis platform to find Emirati candidates.

How to Increase Your Visa Quota
If you reach your limit, you usually have several options:
| Option | How it works |
|---|---|
| Upgrade your office | Move to larger premises or add space to raise your allocation. |
| Upgrade your free zone package | Many free zones let you move to a package with more visas. |
| Open a branch | A branch in another location or emirate can carry its own visa allocation. |
| Review your structure | Sometimes a different jurisdiction or licence type suits a larger team better. |
AVOID THESE
Common Visa Planning Mistakes
| ✗ Avoid this | ✓ Do this instead |
|---|---|
| Choosing the cheapest package without checking its visa limit | Match the package to your hiring plan for the next two years |
| Assuming an offshore company can sponsor visas | Choose a mainland or free zone company if you need residency |
| Hiring before confirming the quota and job titles | Confirm quota, job titles and permits first |
| Letting the licence or establishment card expire | Renew on time so visa processing is never blocked |

FAQS
Frequently Asked Questions
How many visas come with a free zone business setup in UAE?
It depends on the free zone and the package. Many entry level packages with a flexi desk include a small number of visas, while larger offices and packages allow more. Because every zone sets its own rules, business setup consultants in UAE will compare packages so your business setup in UAE starts with the visa allocation you actually need.
How do I get more visas for my business setup in Dubai mainland?
For a business setup in Dubai mainland, the visa quota is generally linked to your office size, so the usual route is moving to or adding larger premises. Opening a branch or reviewing your structure can also help. Experienced business consultants can tell you the most cost effective way to increase your quota.
Do Emiratisation rules affect how many visas I can use?
They affect larger teams. Companies with 50 or more employees must meet annual Emiratisation targets, with the 2026 deadline set for 31 December. If your business setup plan includes rapid growth, factor these obligations into your hiring plan from the start.
